Rs. 25 billion needed for Police 5-Year Plan

Lahore: In order to curb the crime, change the police culture, to meet future challenges and to make Lahore digitalized city Inspector General of Police Punjab Javed Iqbal has proposed five years plan to the government for which Rs. 25 billions will be required.

According to details for the implementation on the proposed plan IGP recommended three proposals to the government. These proposals included the new legislation for the police and implementation of police order 2002 in its real spirit, to enhance the number of police personnel in rationalization of police force and provision of latest technology alongwith suggestions to make Lahore digitalized city on London patron.

IGP also told that with the rapid growth of population future planning of crime control is the dire need of the hour.

Integrated Command and Control Centre will be setup on the directive of Chief Minister Punjab

Lahore: On the directive of Chief Minister Punjab Shahbaz Sharif an Integrated Command and Control Centre (ICCC) will be setup in Lahore for which government of Punjab has approved Rs. 1.5 Billion. This was stated by Inspector General of Police Punjab, Javed Iqbal in Lahore.

According to details, fifth floor of Information and Technology Park in Lahore was allotted to Lahore Police for the purpose. ICCC will monitor 76 Police Stations of Lahore respectively and Punjab Highway Patrol will also be monitored after being linked with ICCC.

It will also monitor the police vehicles through trackers. This system will be helpful and beneficial in curbing crimes and controlling the Lahore traffic. An Additional IG Police Rank officer will be the head of this ICCC.

Major portion of the Punjab Police Funds will be spent on the welfare of the Police Constables

Lahore: Major portion of the Punjab Police Funds will be spent on the welfare of the Police Constables so that they can perform their duties dedicatedly and efficiently for the security of people.

This was stated by the Inspector General of Police Punjab javed Iqbal, while addressing the participants of the head money distribution ceremony held at Police Headquarters here today.

IGP told that according to black book 2008 Punjab Government has fixed Rs. 17 Crore 66 lac and 50 thousands as head money to arrest the 576 hardened proclaimed offenders among them 307 P.Os have been arrested whereas Rs. 06 crore 37 lac and 50 thousands has been distributed among various police officers/officials.

Today in the head money distribution ceremony IGP distributed an amount of Rs. 2 million among 53 Police Officers/Officials and two police officers also awarded appreciation letters. This amount was distributed on the arrest of 10 most wanted POs of Lahore, Gujrat, Jehlum, Faisalabad, Hafizabad, Khanewal, Chaniot, Nankana Sahib and Vehari.

On this occasion the Police Chief appreciated the officers/official for showing their exemplary courage in connection with apprehension of hardened proclaimed offenders across the Punjab.

While addressing the participants, the Provincial Police Chief paid rich tributes to the services of police martyred who scarified their precious lives during their duties. On this occasion IGP advised the police officers/officials to continue Jahad against the culmination of crime and criminals from the society.

The IGP also lauded the efforts and services being rendered by Addl. IG investigation, Punjab, Azam Joyia for police department.

In a condolence message addressed to RPO Bahwalpure the IGP prayed to Almighty Allah to rest the eternal soul in peace and may grant fortitude to the grieved family to bear this irreparable loss. The funeral of late Mrs Shahida will be held tomorrow Oct 16, 2011 at 8:30 a.m at her residence H. NO. 24, I-9/4, Islamabad.

Deputy Director General of Turkish National Police and Provincial Police Officer Punjab reviews and signed the minutes of the meeting

Lahore: The minutes reflected the outcome of the discussions held between delegates of Turkish National Police and representatives of the law enforcement agencies in the Punjab.

The Police Chiefs of both the brotherly countries agreed to ensure working-level, coordination on regular basis for effective implementation for cooperation activities. The cooperation between Turkish National Police and law enforcement agencies in Punjab shall focus primarily on capacity building.

The Turkish National Police will provide assistance, particularly training guidance, monitoring and administration to enhance the capacity of the forensic science facilities.

The capacity building activities will be under taken in three specific thematic areas like Organizational Development, Operational Capability and Technical Expertise. Officers of the rank of SSP/equivalent and above will get training of Organizational Development while officers of the rank of Inspector and above up to the rank of SP/equivalent for Operational Capability and officers of the rank of constable and above including the rank of Inspector/equivalent will get the training of Technical and Tactical Policing expertise.

According to the minutes, the Punjab Police will draw up and finalize by 31 December 2011, a calendar collaborative activities to be under taken in the year 2012.

Moreover, Turkish National Police will also provide training assistance to the Punjab Police officers/officials in the areas of National Security Intelligence, Anti terrorism Intelligence, Technical and Electronic Intelligence, Interrogation and Interview Techniques, Crime Intelligence Analysis, Surveillance Techniques, Canine Training and de-Radicalization Process and Prevention of Radicalization in Combat against Terrorism.

According to the document signed by both countries police representatives, it was decided to appoint focal persons for constant communication and exchange of information on regular basis.

In the document it was also mentioned that a monitoring report regarding the implementation of this agreement will be furnished before the Chief Minister Punjab on quarterly basis.

Head money distribution ceremony held at Police Headquarters, Punjab here today

Lahore: In order to eliminate the crimes from the society and smashing the most hardened Proclaimed Offenders, Police officers/officials should stop the practice of hiding and minimizing the nature of crimes.

This was stated by Inspector General of Police Punjab Javed Iqbal while addressing the police officers/officials participated in head money distribution ceremony held at Police Headquarters, Punjab here today.

On this occasion SSP Monitoring Umar Akhtar Hayyat Lalika briefed the IGP that investigation Punjab has started the process of head money on the arrest / killed of POs in 2007. In this connection first time in 2008 Black Book was published after getting the details of POs throughout the province.

IGP was further told that Investigation branch Punjab requested the Punjab Government to fix Rs. 17 Cror 66 lac, 50 thousand as head money for 576 POs. Consequently police officers/officials of various districts have arrested 309 POs up till now for which Rs. 10 crore 45 lac 50 thousands had been fixed as head money and among this Rs. 6 crore, 97 lac, 50 thousand have been distributed.

In today’s ceremony an amount of Rs. 26 lac was distributed among 45 police officers/officials of six districts whereas 03 police officials were given appreciation letters and two informers have also been awarded cash.

On the invitation of Punjab Police Chief the Addl. IG Investigation Punjab Azam Joyia addressed to the participants. He stressed upon the police officers/officials to continue the serving policy of the public so that the image of the police could be restored among the people. IGP Javed Iqbal distributed the cash reward among the police officers/officials and appreciated the services of all police officers/officials who got the cash award.

Farewell reception was hosted by Inspector General of Police Punjab Javed Iqbal

Lahore: On the eve of retirement of Addl. IG Investigation Punjab Azam Joyia a farewell reception was hosted by Inspector General of Police Punjab Javed Iqbal at Police Headquarters, here today.

While addressing on the occasion the Punjab Police Chief paid rich tributes to the services rendered by Azam Joyia in the fields of FIA, Investigation and anti-corruption.

Javed Iqbal expressed hope that all police officers/officials especially investigation sections should follow the foot prints of Azam Joyia for serving people.

Addl. IG Investigation Azam Joyia who joined the police department as ASP in 1981 and served in various sensitive and important posts like D.G Punjab FIA, D.G Punjab Anti-corruption, AIG Finance, SSP/Investigation Lahore, Director Anti-human smuggling side by side he also served in United Nations Mission in Bosnia and Herzegovina as team leader.

He also represented Pakistan in various conferences held in USA, Singapore, Spain and Thailand. Azam Joyia also served in NWFP on various posting. Earlier Addl. IG Punjab Ch. Tanveer also paid glorious tributes to Azam Joyia especially for his services in the field of Investigation.

General of Police Punjab alongwith sub-committee constituted by Chief Minister Punjab visited Sahiwal region to finalize the security arrangements

Lahore: In order to finalize the security arrangements regarding the forthcoming holy month of Moharram-Ul-Harram Inspector General of Police Punjab, Javed iqbal alongwith sub-committee constituted by Chief Minister Punjab Mohammad Shahbaz Sharif visited Sahiwal region today.

The RPO Sahiwal Khaliq Dad Lak, DPO Sahiwal Ayaz Saleem, DPO Okara Dr. Mohammad Abid Khan and DPO Pakpattan Jehan Zaib Nazir Khan briefed the sub-committee regarding the security steps being adopted by the police department in the region.

Sardar Zulfiqar Ali Khan Khosa, Senior advisor, Chief Secretary Punjab Nasir Mehmood Khosa and Home secretary Punjab Shahid Khan were also present in the briefing. On request of Sahiwal police officers, Police Chief agreed to enhance police force for security purposes during Moharram to foil any untoward incident.

While addressing on the occasion, Javed Iqbal directed the field police officers to keep regular surveillance of Madarasas. The IGP also directed that female volunteers should be deputed for proper checking at the entry points of women Majlis during the month. IGP further directed that police officers/officials should remain in the state of high alert till Chelum.

Later, District Police Officer Pakpattan also briefed the Police Chief regarding the security measures taken by him for the annual Urse of Hazrat Baba Fareed Shakar Ganj.

Lahore: The Inspector General of Police Punjab, Javed Iqbal alongwith sub-committee members constituted by Chief Minister Punjab Shahbaz Sharif today reached Faisalabad in the fifth phase of its tour to give final shape to the security arrangements in connection with coming month of Moharram-ul-Harram.

RPO Faisalabad Aftab Ahmad Cheema, CPO Faisalabad Bilal Ahmad Kamyana and all DPOs of the region, in a briefing informed the sub-committee in detail about the security steps being taken by them in Faisalabad region.

Provincial Police Chief directed the police officers that person indulging in publication/distribution of literatures pertaining sectarian hatred, provocative speeches and misuse of loud speakers should be arrested on the spot. Javed Iqbal also directed to keep constant liaison with the local religious scholars and political leadership for maintaining cordial harmony among various sects during this holy month.

Four bomb disposal vans handed over to Police

Lahore: In order to combat terrorism, four latest bomb disposal vans worth 04 million Euro have been handed over to the Punjab Police by European Union.

This was told to Inspector General of Police Punjab, Javed Iqbal at a high level meeting, by 05 members civil law enforcement agencies of European Union delegation at PHQ, here today. The meeting was also attended by Addl. IG Training Sarmed Saeed, Addl. IG CID Mushtaq Ahmed Sukhera and DIG Elite Police Force Zulfiqar Cheema including Tijn Van Winsen, Elisabeth LOACKER, Pierre MAYAUDON, Michael MERKER, Ms. Simona Gilotta members of European Union.

The IG Punjab apprised that each van costs one million Euro having loaded with latest equipments which has capacity to defuse, transport and blast the bomb in case of any emergency. These vans will start functioning after three weeks training course being conducted by the European Union Training experts which will commence from Jan, 2012.

The Punjab Police Chief proposed to the European Union members to also provide the latest equipments alongwith the training of our Jawans in investigation field.
