Inspector General of Police Punjab chairs first ever video RPO Conference to review public security, safety arrangements across Punjab on Chand Raat, Eidul Fitr

Lahore, August 12 2013 (PPI-OT): In order to review the public safety and security arrangements being adopted by the Regional Police Officers across the Punjab, on the occasion of Chand Raat and Eid-ul-Fitar, the first ever Video RPO Conference was held here today at Central Police Office Lahore under the chairmanship of Inspector General of Police, Punjab, Khan Baig.

In video Conference; RPO Faisalabad, Javaid Islam, RPO Sargodha, Muhammad Tahir, RPO Multan, Ali Amir Malik, RPO Sahiwal, Muhammad Shehzad Sultan, RPO Bahawalpur, Ahmed Ishaq Jehangir, RPO D.G. Khan, Akhter Umer Hayat, CPO Gujranwala, Raja Riffat Mukhtar and SSP Operations Rawalpindi, Israr Ahmed Khan were present through video link whereas, RPO Sheikhupura, Abu Bakar Khuda Bakhsh, CCPO Lahore, Shafique Ahmed, DIG Operations Lahore, Rai Muhammad Tahir, AIG Operations, Waqas Nazir and PSO to IGP, Muhammad Ali Naik o Kara personally attended the conference.

While addressing to his maiden video conference, IGP said that the purpose of such conference is only to ensure the presence of the field officers in their regions on the occasion of Eid festival and to save unnecessary official expenditures.

Subject like Security arrangements in shopping malls, markets, mosques, Eidgahs, Madaris, imam bargahs, sensitive points and government buildings along with the security of the Jails and arrest of hardened criminals were included in the agenda.

All RPOs briefed the IGP regarding the region wise security arrangements which they adopted for 15549 mosques, 1197 Imam Bargahs and 1325 public places where Eid prayer will be offered.

RPOs also briefed about the security steps taken by them in all hotels, inn, guest houses and hostels of their regions. They told that all these places were already being thoroughly searched, whereas regular monitoring of these is still going on.

Khan Baig directed the RPOs that with collaboration of elite police force, rangers and jail authorities, security of the jails including sensitive jails should be ensured. He also advised that bullet proof jackets and sand bags must be provided to the official deputed for duty at sensitive security points of the jails. IGP also reviewed the response time in case of occurrence any kind of untoward incident.

He said that the basic responsibility of the police officer is to eliminate crime and those who failed in discharging their duties will face departmental action along with their transfer.

IGP also told that he waved of a complicated procedure of reward payment for the officials who get injured during duty. AIG Operations was given the task to immediately process the reward statement send by any field officer and arrange the money for injured. IGP also said that these officials will be provided free medical treatment by the department.

He also directed them that in case of any important activity or achievement, they keep the media on board so that public get awareness about their performance.

Khan Baig also directed the field police officers to start high level crackdown against the hardened criminals of the province.

Police department feels proud of officials who put their lives at risk and fight bravely against criminals and terrorists: Inspector General of Police Punjab

Lahore, September 16, 2013 (PPI-OT): The department feels proud of police officers and officials who put their lives at risk and fight bravely like national heroes against the criminals and terrorists to provide protection to the lives and properties of the public. They would always be rewarded and encouraged by the police department.

Inspector General of Police Punjab Khan Baig stated this while addressing a prize distribution ceremony held at the CPO today to reward the policemen who took part in an operation and successfully arrested a terrorist from the Lahore Railways station.

Lahore DIG (Operations) Muhammad Tahir Rai, AIG (Discipline) Romail Akram and PSO to IGP Muhammad Ali Nakokara were also present on this occasion.

The IGP said that a police team was on routine patrolling in the Nolakha police limits when they noticed a suspected person. As the police team tried to stop him, the suspect tried to flee. He was captured immediately and the police recovered a bag from his possession.

The bag was containing 4-Kg active explosive material. The police with the help of bomb disposal experts managed to defuse the explosive device. Because of the dutiful police officials, the city was saved from major tragedy.

IGP Punjab also said that the arrested terrorist was identified as Abdul Nabi, a resident of Kundh Kot, Kashmir. He is being interrogated but the police are yet to establish his link with any militant group.

Meanwhile, IGP Punjab distributed commendatory certificates and cash prizes of Rs 55,000 each to Constables Iqbal, Muhammad Shafique, and Anjum. The police chief also gave cash prizes of Rs 27500 each to Sub-Inspector Shahid Hussain and T-ASI Nauman besides commendatory certificates.

He also directed all Regional and Districts Police Officers to keep themselves vigilant and monitor the activities of those spurious elements who were trying to create misunderstandings among the people.

Provincial Police Chief also directed the Officers to keep a constant eye on those who involved in spreading rumours and misguiding the innocent masses with a view to provide more security to them and their properties.

111101 hardened criminals and Proclaimed offenders arrested from January to November 2013 by Punjab police

Lahore, December 12, 2013 (PPI-OT): A strategy, from crime to criminal and criminal to crime of Inspector General of Police Punjab, Khan Baig is successfully underway and from January to November 2013, 111101 hardened criminals and P.Os were arrested whereas the arrested P.Os in 2012 were 97240. Similarly, during the year among 18796 snatched / stolen motorcycles, 5797 were recovered and handed over to the owners besides 666 stolen cars.

Specially there was prominent decrease in kidnapping for ransom cases. In 2012, the reported cases were 143 and in 2013 they were 121.A comprehensive report based on comparative analysis of crime incidents reported in the province in 2012 and 2013 respectively was presented to Inspector General of Police Punjab by DIG Operations Punjab, Farooq Mazhar at his office today.

According to the report, a total of 360260 cases of crimes of different nature have been reported in the province during the first eleven months of 2013 against 366266 cases of crimes registered with the police in 2012.

The statistics show a considerable decrease in the incidents of crimes if compared with the previous year as the police reported 6006 crimes cases less than the previous year. The police submitted challans of 265603 cases in 2013, whereas, in 2012 police submitted challans of 268650 cases.

Similarly, the police reported a total of 52976 cases of crimes against person during the current year against the 56556 cases of crimes against person in 2012, which indicates a decrease of 3580 cases of crimes against person. The police submitted in the courts the challans of 35144 cases in 2013, whereas, in 2012 police submitted challans of 37036 case.

The Punjab police reported a total of 95148 cases of crimes against property in 2012 and this year the crime rate fell to a considerable extent which is evident from the fact that the police registered 90526 cases of crimes against property during the first eleven months of 2013, suggesting a decrease of 4622 cases if compared with the previous year. The police submitted in the courts the challans of 45163 cases in 2012, whereas, in 2013 police submitted challans of 39727 cases in the court.

The rate of murder cases also dropped in 2013 as the police registered 5671 cases of murder in the current year against 5856 cases of murder reported in 2012. The statistics show a decrease of 185 cases of murder comparatively. The police submitted in the courts the challans of 3972 cases in 2013, whereas, in 2012 police submitted challans of 4156 cases.

The police reported 143 cases of kidnapping for ransom in 2012 which reduced to 121 in 2013 (-22) and the police submitted in the courts the challans of 87 cases in 2013 whereas, in 2012 police submitted challans of 90 cases of kidnapping for ransom. A total of 2456 cases of rape had been reported in 2012 during the first eleven months and this year such incidents decreased to 2428.

The police reported 174 cases of gang rape during the first eleven months of this year against the total 201 cases of gang-rape reported in 2012.

In 2013 the police have reported 2475 cases of dacoity against 2819 cases registered in the province during the same period of 2012. The police submitted in the courts of the challans of 1362 cases in 2013, whereas, police submitted challans of 1641 cases in 2012.

The cases of robbery also decreased as the police reported 16596 cases of robberies in 2013 against 16608 cases reported in 2012. Similarly, the cases of cattle-theft also decreased to 6442 in 2013 against 7492 cases reported during the corresponding period in 2012 which show a decrease of 1050 cases.

The report also highlights that the police recovered looted cash and valuables worth Rs.332.02 million in 2013 after registering 2475 cases of dacoity in which the victims were deprived of cash and valuables worth Rs.3496.58 million. Likewise, the police recovered looted cash and valuables worth Rs.593.55 million during this year after registering 16596 cases of robberies. The police also recovered looted cash and valuables worth Rs.1021.93 million during this year after registering 12680 cases of burglary.

The police also reported 18872 cases of motor vehicle theft and recovered the stolen and snatched cars and motorcycles worth Rs.429.60 million.

The report further underlines the police during its special campaign against electricity-theft registered a total of 11995 cases and arrested 14259 accused persons including 118 officials of the electric supply companies. The challans of at least 10418 accused persons were submitted in the courts while 1423 cases are under investigation.

During the last five months, the police also registered a total of 902 cases of gas-theft and arrested 934 accused persons including 29 officials of the Sui-gas department.

According to the report, Police arrested 17042 heinous P.Os which were most wanted in cases of murder, dacoity, robbery, kidnapping for ransom and gang rape.

During its crackdown against narcotics, the police seized 1281.608-kg heroin, 391.807-kg opium, and 15714.851-kg chars during the first eleven months of this year. The police also recovered 536503 bottles of liquor, and 166573-litre Lahan and 4668 tablets of morphine.

Punjab police to launch crackdown against elements involved in spreading sectarianism, publishing hatred material, and those financing banned outfits

Lahore, December 20, 2013 (PPI-OT): Punjab police have decided to launch a large-scale crackdown against the elements involved in spreading sectarianism, publishing hatred material, and those financing the banned outfits. Such elements would be sent to jails after registration of criminal cases against them. Strict monitoring of those persons included in the fourth schedule would also be ensured. The police high-ups also reviewed in detail various measures to ensure peace in the province and to eliminate the menace of extremism and terrorism.

This was decided during the Regional Police Officers (RPOs) conference of six police regions held at the Central Police Office today. IGP Punjab Khan Baig presided over the conference. The second RPO conference of the rest of the regions will be held on December 21, 2013. RPOs of Sahiwal, Sheikhupura, Sargodha, Gujranwala, Faisalabad and Lahore CCPO Chaudhry Shafique Ahmed were also present on this occasion.

The meeting also reviewed security arrangement taken for Christmas, the Chehlum of Imam Hussain (RA), and Urs of Data Darbar besides mourning processions to be held in the province. All the field officers are directed to follow the security plan devised for these occasions besides ensuring the monitoring of Imambargahs and Masajids.

It was decided in the conference that the crackdown against the Top-10 and Top-20 POs would be intensified across the province by December 31. The police are also directed to speed up the process of investigations into the murder cases.

The conference also decided that strict action would be ensured against the policemen found involved in custodial killings. The police will also taken action against the elements involved in trade of snatched and stolen products.

The CTOs of Lahore, Gujranwala, Faisalabad, Multan, and Rawalpindi are directed to submit to the CPO the final seniority lists of traffic wardens so that training of these wardens would be started on January 5, 2013. The policemen found involved in criminal negligence would be given major punishments. The conference also reviewed police media liaison and access to information.

The conference also lauded the decision of Punjab government, in recognition to the services of police force, for increasing compensation for the families of the martyred policemen from Rs three million to Rs 10 million and hoped that it would boost up the morale of the police force.

Police to provide security cover to Rabi-ul-Awal processions in Lahore: Inspector General Police Punjab

Lahore, January 11, 2014 (PPI-OT): In order to celebrate Eid Milad-un-Nabi on 12th Rabi-ul-Awal with great religious fervour and enthusiasm, police would provide security cover to 1491 precessions and 1780 Mehfil-e-Milad to be held across the Punjab and for the purpose around 75497 police officers / officials will remain on security duty.

This was decided in a high level meeting held under the chairmanship of Inspector General of Police Punjab, Khan Baig in Central Police Office Lahore. All sectional heads of the police department attended the meeting.

The decision to follow the SOPs of security plan of 9th and 10th Muharram-ul-Haram on the occasion of Eid Milad-un-Nab was finalized. The security deployment will be included 367 Gazetted Officers, 781 Inspectors, 2733 Sub-Inspectors, 3838 ASIs, 2967 Head Constables, 39212 Constables, 5920 officials of Punjab Constabulary, 1496 of Special Branch, 12077 Police Qaumi Razakar, 2738 officials of Special Police and 3368 officials will be reserved.

The decision to enhance the security at 146 sensitive processions and 144 Mahafil-e-Milad of 10 districts was also made in the meeting. It was also decided to install 7867 metal detectors, 476 CCTV Cameras and 129 Walk through Gates for the protection of the processions and Mehfils. Services of private volunteers including 8984 male and 1069 female besides the peace committee members 36 at district levels, 146 Tehsil and 714 at P.S level was also finalized.

Moreover, establishment of control rooms at division / district level was approved for the consecutive monitoring of the Eid Milad-un-Nabi activities.

Separate security arrangements would be made including deployment of sufficient lady police for women and children visiting Masajid and Milad Mahafil. It was also decided that the security of all religious leaders and scholars must be ensured.

Provincial Police Chief underlined that all the events and activities on this occasion would not only be monitored but it should also be recorded besides strict surveillance of the miscreants who involved in wall chalking, objectionable speeches, misuse of loudspeakers and carrying or displaying of arms.

A strategy to setup separate women desks at police station level finalised in Punjab: Inspector General Police

Lahore, March 25, 2014 (PPI-OT): A strategy to setup separate women desks at police station level has been finalised across the province with a spirit to provide a comfortable environment to the aggrieved women.

This was stated by Inspector General of Police, Punjab, Khan Baig during a meeting with four members women parliamentary caucus at Central Police Office, Lahore today. Uzma Bukhari MPA PML-N (Convener), Dr. Nosheen PTI (Treasure), Hina Butt (General Secretary) and Perveen Atta Manika (Member) were included in the delegation.

While briefing the Police Chief about the Caucus, Uzma Bukhari said that first time in the history of Punjab this parliamentary Caucus was established. She told that all Lady MPAs will be the member, whereas, 12 member working council was also setup.

The delegation further told that the Caucus nominated all women MPAs as their focal person in their respective districts. These focal persons will be responsible to assist the women, who need the help of police and legal cover in case of any problem being reported with them.

Khan Baig, assured the delegation to extend all type of cooperation with them and also nominated a women ASP as focal person to keep constant liaison with the Caucus across the Punjab.
