Standard of training imparted at Sihala Training Center is up to international standards: Inspector General Police Punjab

Lahore, September 03, 2015 (PPI-OT): The standard of training imparted at Sihala Training Center by the instructors is equally up to the international standards and the trainees of this centre will be a very great and pleasant addition in Punjab police force.

This was stated by Inspector General of Police Punjab, Mushtaq Ahmad Sukhera while addressing a graceful ceremony held at CPO today in honour of Sihala instructors from 10 districts. Addl: IGP Training Punjab, Capt. (R), Usman Khattak, DIG Operations, Amir Zulfiqar, DIG Headquarters, Farooq Mazhar and other senior officers were also present on this occasion.

IGP told that under the instructions of Chief Minister Punjab, Muhammad Shahbaz Sharif, arrangements regarding foreign training of 15 male and 15 female trainees who showed excellent performance during training is under process. Moreover, the instructors will be provided the substitute of big city allowance as requested by them on the occasion of passing out parade held at Sihala on 18th May 2015.

IGP Punjab also appreciated the efforts of DIG Operations Punjab, Amir Zulfiqar and the instructors for discharging their duties diligently and the hard work done by them during the training sessions.

Later, IGP distributed the appreciation certificates and cash reward among the instructors. All achievers were included, SP Haroon Rasheed from Chakwal, SP Jameel Zafar from Faisalabad, SP Maria Mahmood from Rawalpindi, DSP Shams-ud-Din from Bahawalnagar, DSP Nasar Ullah from Vehari, DSP Zia-ul-Haq from Sahiwal, DSP Ashraf Chadhar from Lahore, DSP Shafqat Rasheed from Nankana Sahib, DSP Shaukat Ali Sheikh from Special Branch and DSP Mehmood Haroon from T.T Singh.

Delegation of participants of 16th Public Sector Management and Governance Course visits Central Police Officer

Lahore, September 10, 2015 (PPI-OT): A 13 member delegation of the participants of 16th PSMG (Public Sector Management and Governance) Course visited the Central Police Officer, Lahore, today. DIG Training, Saad Akhter Bharwana briefed the delegation about the operational capacity of the Punjab police, challenges being faced by the police, crime control, fighting against terrorism, CHC pilot project, centralized computerized complaint centre, training process and the initiative of Dolphin Force.

On this occasion, AIG Operations, Dr. Waqar Abbasi told the delegation regarding the operational procedure of the Punjab police and AIG Finance, Hussain Habib Imtiaz briefed the delegation about the budget of the Punjab police and the details of the expenditures in detail.

Later, the participants of the delegation asked questions about the terrorism strategy, handling with sectarianism, implementation on National Action Plan in Punjab. Saad Akhter Bharwana told the delegation that Punjab police is meeting all the challenges with courage and handling them very professionally. On this occasion, the delegation and police officer exchanged the shield with each other.

29 assistants posted across Punjab in various departments of Punjab Police

Lahore, September 21, 2015 (PPI-OT): On the recommendations of Punjab Public Service Commission, Lahore, 29 assistants have been posted across Punjab in various departments of Punjab Police including PHP, CTD, Specialized Protection Unit and CPO. According to a notification, these officials were directed to join their duties with immediate effect. The selection of this staff has been made to cope up the shortage being faced by the various sections of Punjab Police.

In order to manage traffic flow and to avoid traffic mess during construction of Orange Metro Train in Lahore, traffic management strategy finalized

Lahore, November 04, 2015 (PPI-OT): In order to manage the traffic flow and to avoid the traffic mess during the construction of Orange Metro Train in Lahore, traffic management strategy has been finalized under which 324 officers and wardens will perform their duties. It was decided in a meeting held at Central Police Office Lahore under the chairmanship of Inspector General Police, Punjab, Mushtaq Ahmed Sukhera.

Addl: IGP Welfare and Finance, Sohail Khan, Addl: IGP Traffic, Rai Altaf Hussain, DIG Headquarters, Farooq Mazhar, DIG Welfare, Jan Muhammad, DIG Investigation Punjab, Shafique Gujjar, CTO Lahore, Tayyab Hafeez Cheema, AIG Operations, Waqar Abbasi, AIG Logistics, Humayun Bashir Tarar and AIG Investigations, Waqas-ul-Hassan were also present in the meeting.

In the meeting, CTO Lahore told the IGP that one SP and 12 DSPs will supervise the wardens for traffic control during the project. He also told that these wardens will stay at Thokar Niaz Baig traffic police line and Manawaan where 5 new barracks have been arranged. The CTO also told that all necessary equipments and gadgets will be provided to these wardens for discharging their duties effectively in dark.

In the meeting it was also decided to issue the ATM cards to the widows of police shuhada and officials for their convenience. The meeting also decided that in future only uniform officers and officials will be authorized to use the police pickups and jeeps.

National Action Plan have produced positive results: Punjab Police

Lahore, November 11, 2015 (PPI-OT): Efforts of Punjab police being carried out in the province against the terrorists and criminals under National Action Plan (NAP) have produced positive results which caused notable decrease in terrorism and crime graph. The maintenance of law and order during Eid-ul-Azha, Moharram-ul-Haram and Local Bodies Elections, endorsed the above said efforts.

In this way during last 10 months under NAP 33772 combing operations were conducted during which 994118 persons were questioned, 5549 cases registered and under Foreign Act violation 980 cases were registered. During the period 6162 General Hold Ups were held.

During which 24436 suspect criminals were arrested. Similarly, 122800 without number plates, unauthorized and tinted glasses vehicles were impounded during these General Hold Ups. While taking action against display of arms, 2851 cases and 2611 were registered against illegal arms and 189 weapons were confiscated during the operation.

The CTD Department arrested 40 hardcore activists and 69 have been detained during the period. On violation of Tenancy Act, 7328 cases were registered, 11036 arrested and 1754 were convicted. On publication of hate material 547 cases have been registered, 580 violators arrested and 35 were convicted.

Due to the implementation on National Action Plan the heinous crime graph also decreased in Punjab. According to details between 2014 and 2015 during last 10 months -27% decrease was recorded in murder cases. In 2014 the reported cases of murder were 5282 which were 3844 in 2015. Similarly crime against person was also reduced by -11% which was 48759 in 2014 and in 2015 it was 43437.

In 2015 crime against property was also decreased from 81449 to 71372 with -12% differences. There is a notable difference was also seen in kidnapping for ransom which was 91 in 2014 and 71 in 2015 with the difference of -22%. In 2015 1286 cases of dacoity were registered in Punjab which were 1950 in 2014 have the difference of -34%.

Similarly, 13936 cases of robbery were registered in 2015 which were 16811 in 2014 have been reduced by -17% whereas, 4193 cases of motor vehicle theft were registered in 2015 which were 5351 in 2014 have been reduced by -22%.

Inspector General Police Punjab presides high level meeting

Lahore, November 18, 2015 (PPI-OT): In order to overcome the shortage of the police force, upgradation of training standards in all training centres and revamping / rationalization of the staff and to review the implementation on already issued SOP for Local Bodies Elections Phase-II, a high level meeting held at CPO today under the chairmanship of Inspector General of Police, Punjab, Mushtaq Ahmad Sukhera.

It was decided in the meeting that all officials who were attached with other branches will be removed immediately and sent back to their parent sections. The meeting also decided to utilize the expertise of retired police officers for training centres.

The meeting also reviewed in detail the progress of implementation on the directive of Chief Minister Punjab regarding the display / carrying of weapons during the polling. While briefing the IGP regarding this matter, Addl: IGP Operations, Punjab, Capt. (R) Arif Nawaz told that the exercise regarding collection of licensed weapons in police stations and getting surety bonds from contesting candidates is being carried on very successfully.

He told that the Punjab police has collected 1813 weapons from 1703 candidates of various political parties up till now. Among these parties 506 from PML (N), 367 PTI and 830 independent candidates dropped their licensed weapons in police stations of 12 districts. The dropped weapons were included 244 K-koves, 777 Rifles, 572 Pistols / Revolvers and 220 other weapons.

The IGP was also told that 16507 contesting candidates submitted surety bonds so far which included 3841 PML(N), 2828 (PTI) and 9838 Independent candidates. According to the vision of Chief Minister Punjab, zero tolerance policy regarding display of arms will be followed and in this regard after 5:00 p.m. today, the license of all those candidates will be cancelled in case of failure to submit their weapons in police stations.

Moreover, the meeting also decided that the deployment will perform their duties in two shifts. The first shift will be from 7:00 a.m. to 4:00 pm. and the post election second shift deployment will perform their duties from 4:00 p.m. till further orders.

Deputy Inspector General Establishment Nawaz Warraich retires from police service

Lahore, November 30, 2015 (PPI-OT): 16th common officer, DIG Establishment, Nawaz Warraich retired from police service today after completion of his superannuation. On this occasion a simple and grace ceremony was hosted by Inspector General of Police Punjab, Mushtaq Ahmad Sukhera in honour of retired DIG at CPO, Lahore today.

While addressing on the occasion IGP declared Nawaz Warraich as symbol of honesty, professionalism and a source of inspiration of the rest of force. He said that officer like Nawaz Warraich who set matchless examples of dedication and impartiality which must be observed by the force.

While answering an issue raised by Nawaz Warraich regarding the health facilities of the police force, IGP assured him that he will design a strategy with the consultation of all officers very shortly and he would also raised this issue with the government level if needed.

DIG Establishment-I, Azhar Hameed Khokhar, DIG Security Capt. (R) Ahmed Mubeen, DIG Headquarters Farooq Mazhar, DIG IT Shahid Hanif and all other officers paid rich tribute to the services of Nawaz Warraich which he rendered for the Police Department.

Nawaz Warraich was born in 1955 in Gujrat. He joined Police department in 1989 as ASP. He served in various districts including Multan, Lahore, Narowal and Sheikhupura as SP and SSP. After promotion as DIG in 2010 he worked on the posts of DIG Security Division Lahore and RPO D.G Khan.

10 Deputy Superintendent of Police of Punjab Police’s promoted to Superintendent Police

Lahore, December 23, 2015 (PPI-OT): 10 DSPs of Punjab Police’s legal department have been promoted as SPs in grade 18 and their notification has been issued, in this regard. For this purpose, a promotion board was held at Central Police Office, Lahore under the chairmanship of Inspector General of Police, Punjab, Mushtaq Ahmad Sukhera on December 02, 2015. All other members of the board also attended the meeting.

According to details, the board reviewed 19 cases of the officers which were included 07 SPs who were already working on acting charges. Among these three acting SPs could not get promotion having adverse ACRs and due to departmental enquires under process against them. Similarly, 4 officers who were already holding the acting charge of SP have been made regularized and 6 DSPs were also promoted as SPs.

It may be recalled that the last promotions of legal departments were held on 27th May, 2012. The promoted officers are included, Muhammad Ilyas, Javed Bashir, Qaisar Ali Sheikh, Sardar Karamat Ali, Mushtaq Hussain, Khizer Hayat, Muhammad Shoaib, Qamar-uz-Zaman, Rana Muhammad Anwar and Sikandar Mirza.

After success of pilot project Punjab Police to hire civilian Information Technology oriented boys and girls for the project

Lahore, December 23, 2015 (PPI-OT): In order to provide a friendly environment in police stations to the complainants, to create the soft image of the police and after the success of pilot project already launched in 10 police stations of Lahore, the decision to replicate this project in 141 police stations of five districts including Lahore, Gujranwala, Rawalpindi, Faisalabad and Multan.

This was decided by Inspector General of Police Punjab, Mushtaq Ahmad Sukhera while presiding over a high level meeting held at Central Police Office, Lahore today. Addl: IGP Operations / Investigations, Capt. (R) Arif Nawaz, Addl: IGP Welfare and Finance, Sohail Khan, DIG Headquarters, Farooq Mazhar, DIG Welfare, Jan Muhammad, DIG I.T, Shahid Hanif, AIG Operations, Waqar Abbasi, AIG Finance, Hussain Habib Imtiaz, AIG Logistics, Humayun Bashir Tarar, AIG Monitoring, Waqas-ul-Hassan and other senior police officers were also present in the meeting.

It was also decided in a meeting that all civilian I.T oriented boys and girls will be hired through proper channel for this project. Later, the Master Trainers of the police department will also give them 45 days police training. The meeting also reviewed in detail the working of Complaint Handling Centre (CHC) of CPO. It was decided to evolve a comprehensive strategy to stop the lodging of fake FIRs, nomination of innocent people in these FIRs, their arrests and detentions.

The process of the police human resource was also discussed in the meeting and it was decided that it will be completed in phases and first of all the data of Lahore will be completed. The meeting also discussed the various proposals to change the colour of the police uniform. AIG Logistics told the IGP that the samples in this regard will be produced next week.

While discussing the progress of ATM cards to be issued for the widows of police employees to get their scholarships, IGP was told that after the clearance of various banks, these cards will be issued by the end of this month. The meeting also reviewed a proposal to shift all other financial benefits for widows to the system of ATM.

Newly-appointed Inspector General of Police Punjab takes charge of his office

Lahore, April 01, 2013 (PPI-OT): The newly-appointed Inspector General of Police (IGP) Punjab, Aftab Sultan, took over the charge of his office today.

On his arrival at the Central Police Office (CPO) Lahore, Additional-IG Punjab Khan Baig, Additional-IG Sohail Ahmed Khan, DIG (Headquarters) Muhammad Tahir and other senior police officers presented a warm welcome. On this occasion, an active police squad presented Guard of Honour to the IGP.

Soon after taking over the charge of his new office, the IGP presided over a high-level meeting at the CPO. Additional-IG Punjab Khan Baig, Additional-IG Traffic Kalb-e-Abbas, Additional-IG (Welfare and Finance) Sarmad Saeed, Additional-IG (Training) Mubarak Ali Athar, Additional-IG (PHP) Malik Khuda Bukhsh Awan, Additional-IG (Investigations) Punjab Naseem-ul-Zaman, DIG (Headquarters) Muhammad Tahir, DIG (Establishment) Amjad Javed Saleemi, DIG (PHP) Ali Amir Malik, DIG (Investigations) Punjab Abubakar Khuda Bukhash, DIG (Training) Muhammad Abid Qadri, CCPO Lahore Muhammad Amish, DIG (Operations) Lahore Muhammad Tahir Rai, and DIG (Investigations) Chaudhry Shafique Gujjar were also present on this occasion besides other officers. All the officers briefed the IGP about sections and fields.

Addressing the meeting, the Punjab IGP hoped that all the officers would give top priority to merit and discipline while discharging their professional duties. The provincial police chief also underlined that all the officers would provide him full cooperation so that he could accomplish the professional responsibilities in a better way.

Care taker Chief Minister Punjab visits Central Police Office Punjab, Lahore

Lahore, May 11, 2013 (PPI-OT): On his arrival at CPO, IG Punjab Aftab Sultan, received the Chief Minister Punjab. AddI. IG PHP, Sohail Ahmad Khan, DIG Establishment Amjad Javeed Saleemi, DIG Operations Punjab Rai Muhammad Tahir, Dr. Tairq Khokhar, AIG Admin Sikhandar Hayat, AIG Operations Ali Nasir Rizvi, and Muhammad Ali Naikokara also accompanied the IGP.

Chief Minister Punjab made a detailed visit of monitoring cell being established at CPO, for monitoring of general Elections 2013. Provincial Police Chief briefed the Chief Minister Punjab about the working of this monitoring cell and control room.

IGP also told that through this control room not only the law and order situation across the province was monitored but also through media reports police actions was also taken where it was required.

He also told that in the light of these monitoring reports strict action was also taken against the violators of code of conduct of Election Commission of Pakistan.

Later, care taker Chief Minister Punjab appreciated the efforts, performance and services delivered by IGP and his whole team for holding free, fair and peaceful Elections in the Province.

Rape of two women: Acting Inspector General Police Punjab reach Shujaabad to investigate the case

Lahore, June 21, 2013 (PPI-OT): Acting IGP Punjab Khan Baig reached Shujaabad this morning accompanied by Home Secretary Punjab, Head of Intelligence Bureau Punjab and DIG Monitoring and Investigation Akhter Hayyat Lalika.

RPO Multan Ali Amir Malik and CPO Multan Ghulam Mehmood Dogar, SSPs Operations and Investigation Multan also joined them in Shujaabad. They reviewed the case in detail and discussed the matter with the victim women and their family members as well as with the police and administrative officers.

On the directions of the Inspector General of Police, Punjab, Khan Baig, SHO Police Station Raja Ram, Tehsil Shujaabad, District Multan, has been suspended and an FIR was lodged against him for negligence in discharging his official duties in a rape case of two women. Investigating ASI Muhammad Ilyas has also been suspended.

IGP was told that 13 culprits had been arrested so far and earnest investigation was under process. Khan Baig directed the officers that the nominated culprits should be taken to task after holding a transparent enquiry on merit.

It may be recalled that the rape incident was occurred on June 3rd and the victim women Sumaira and Nasreen were closed relatives. Abdul Razzaq, father of Sumaira was the complainant in the FIR lodged at police station Raja Ram.

Notification confirming appointment of Khan Baig as Inspector General of Police Punjab issued

Lahore, June 28, 2013 (PPI-OT): The notification confirming the appointment of Acting IGP Punjab Khan Baig as Inspector General of Police of the province has been issued. He has been serving on the post as acting IGP Punjab since May 25, 2013.

Earlier, the Punjab government had appointed Khan Baig as IGP Punjab from January 02, 2013 to March 29, 2013.

Born in 1954, Khan Baig, who belongs to Attock district, is an officer of the 8th Common. He did M.Sc in Economics and had joined the Police Service of Pakistan as ASP in 1980. He was promoted to the rank of SP in 1987.

In 2011, he was promoted to the rank of Additional Inspector General of Police in Grade-21. During his service, Khan Baig served on important positions in Karachi and Quetta, apart from various districts of the Punjab province. He also served as RPO Sargodha, DIG Headquarters, and Additional IG Special Branch.

Khan Baig is regarded as a dead-honest, professional, and hardworking police officer in the police service of Pakistan.

Improvement in law and order situation, protection to lives and properties of public are my top priorities: Inspector General of Police Punjab

Lahore, June 29, 2013 (PPI-OT): The improvement in the law and order situation, protection to the lives and properties of the public, timely justice, and fight against crimes and terrorism are my top priorities. A comprehensive strategy will be put into practice to accomplish these priorities.

In order to eliminate terrorism from the province, close liaison between the police and the intelligence agencies would be ensured and the police would extensively utilize intelligence inputs in this regard.

Inspector General of Police (IGP) Punjab, Khan Baig, stated this while talking media persons at the CPO today.

Khan Baig said that the police would tighten its screw around the hardened criminals and the officers, known as crime fighters, would be given important positions. He also said that citizens would be given direct access to the officers so that their grievances could be redressed. The filed officers would be activated to nab the criminals involved in killings, robberies, street crimes, kidnapping for ransom, and other crimes of heinous nature. They would be responsible to maintain law and order in their jurisdiction.

The Punjab IGP further said that transparency and merit would be ensured in the department. The professional and honest officers would be rewarded for their achievements while officers found involved in malpractice would be taken top task.

The provincial police chief also warned that there would be no compromise on illegal detention, torture on accused persons, and harassment to the families of the accused.

Departmental action would be taken against the policemen found involved in such practices. The family members of martyred policemen would also be given due facilities as per the police rules, he added.

Meanwhile, an active police squad presented salute to the IGP Punjab soon after he reached the CPO. Additional-IG Punjab Muhammad Saleem Bhatti, DIG (Headquarters) Punjab Muhammad Amlish, DIG (Establishment) Amjad Javed Saleemi, DIG (Elite Force) Mirza Shakeel, and AIG (Finance and Security) Hussain Habib Imtiaz welcomed the IGP. A good number of officers and officials of the CPO were also present on this occasion.

Lahore, July 06, 2013 (PPI-OT): In order to transform the Punjab police into a well-organized department, special training on modern lines and provision of latest weapon to the police force is the need of the hour. This initiative would not only help eradicate the negative culture in the policing but also improve the professional skills of the policemen positively.

Inspector General of Police (IGP) Punjab, Khan Baig, expressed these views while addressing the passing-out ceremony of 654 probationer ASIs at the Police College Sihala today. Commandant Police College Sihala Khalid Mahmood and a number of senior police officers were also present on this occasion.

Khan Baig stressed upon the officers to ensure service-oriented policing. He also expressed satisfaction for including the subjects of security intelligence, crime control, and investigation in the training courses. He also said that the induction of legal experts, doctors and subject specialists among the visiting faculty of the Sihala Police College is a great step indeed as it would bring the training institute at par with the international training institutions.

The provincial police officer also said that the specialized training, apart from traditional education, would improve the professional ability of the policemen.

Khan Baig also stressed upon the officers to get prepared to confront the terrorists and anti-state elements. He also paid rich tributes to the martyred policemen who laid down their lives for the homeland besides setting an example of courage and bravery.

The Punjab IGP also directed the police officers/officials to ensure justice and peace in the society by utilizing all available resources and powers granted to them as per the law. He warned that extra-judicial steps would never be tolerated since they are considered as tyranny and aggression.

He also directed the policemen to behave politely with the public as this attitude would help maintain peace and harmony in the society. He further asked the officials to serve the people and the society with commitment and dedication since it is a great service of the humanity as well.

Meanwhile, the Punjab IGP also lauded the efforts of the Commandant Police College Sihala and his staff for imparting best training and education to the policemen and hoped that they would leave no stone unturned to improve the skills of the policemen.
